PowerVR is a graphics IP company. You buy some HDL, put it into your chipset, and ta-da low power 2D/3D graphics. Problem is that they consider their designs so special that no one is allowed to know the internals, nor the interfaces required to program them. So there's a pair of binary blobs required to use the out of tree open source drivers.
